Create API for the battle engine. Allow third party to call the public API to resolve battles.#56

This will allow for 3rd party developers to create different games, battle rules, customized tournaments, own rewards, etc.
This makes Splinterlands cards a truly decentralized NFT asset.

Being able to create and set battle rules and not having to roll your own selection screen would be nice for an opportunity in creating different ways to play with the cards.

Yes! At the very least for practice & challenge matches - so we can play with friends and test out specific scenarious & strategies.
