Account-Bound Summoner Reward Set (That aren't any good)#514

I would like to see a set of common account-bound summoners added to the game. I believe this would increase player retention by giving players that have made a minimal investment access to the leveling up feedback loop without having to make a hefty investment of money or a huge amount of time. To protect the value of the current summoners, I propose two solutions. The first is that they are just plain bad compared to their peers. The second is that they are account-bound, like the Gladius cards already are. You would only choose these summoners if you don’t have a leveled up summoner for the Splinter AND you have leveled up cards for that Splinter.
