Implement +5% ranked DEC bonus for Beta cards#305

Yabapmatt previously promised that Beta cards would get a +5% DEC bonus in ranked (compared to Alpha/Promo and Gold Foil which get +10%). This was supposed to be implemented after Untamed.

Maybe planned for format changes?
